Fund for Regional Development of Chinese-Armenian Relations
(hereinafter referred to as the “Fund”) was established in 2019 as a broad-profile financial, investment, and service organization. The Fund was created with the support of the Government of the Republic of Armenia (RA). The founder of the Fund is Candidate of Technical Sciences, Doctor of Economic Sciences Sergey Ivanovich Avanesov (Dr. Sergey).
The goal of the Fund and its Chinese subsidiary companies is to strengthen trade, economic, and cultural-educational ties between the Republic of Armenia (RA) and the People’s Republic of China (PRC) in the areas of trade development, implementation of direct payments without the use of the US dollar in mutual settlements, and support in attracting and implementing investments, as well as creating new jobs. This will contribute to improving the socio-economic situation, fostering closer relations, and enhancing the overall economic climate in both countries.
Since its establishment, the Fund has been promoting cooperation and the development of relations between the RA and the PRC in the fields of economy, trade, science, culture, and education, and actively participates in the implementation of the “One Belt, One Road” initiative.
The Fund signed a Memorandum of Cooperation between Hainan Island (PRC) and Shirak Province (RA) in 2017. This year, a set of measures is planned for the implementation of the signed agreement.
With the active participation of the Fund, the Lanfa (Daxing) project has been implemented, located 30 km from Daxing International Airport (Beijing).
The Fund is actively engaged in the study of the renowned figure shared by the Chinese and Armenian peoples, Vardan Mamikonyan. In the near future, the first issue of a journal will be released, including in Chinese. A series of documentary films is also planned, involving the Fund’s partners, the CAIG company, the China–Armenia Friendship Society, and Chinese partners.
The Fund, together with its partners, plans to establish an International Center of Traditional Chinese Medicine. Contract signing is expected in the near future.
Among the Fund’s major projects is the creation of a Chinese Quarter in Yerevan. Land has already been acquired, and active work is underway with the Fund’s partners in Armenia and China.
Another project is the construction of a network of mobile parking facilities in Yerevan. This work is also nearing completion.
The Fund has established strong business relationships with major companies, banks, and insurance companies in the PRC to provide services in attracting financing.
To ensure high-quality services, the Fund has opened an office in central Chengdu (Sichuan Province) and registered subsidiary companies in Chengdu, Beijing, and Hainan.

The program for 2026 plans to attract investments equivalent to USD 450 million. In addition, the implementation of the Lanfa (Daxing) project is planned with a value equivalent to USD 500 million.
